I am a pretty good golfer. I am 14 going on 15. I am a 14.5 handicap but I would be a 9 or so if I was a better putter. Sometimes I will putt it short and sometimes I will putt it long. A couple of people down the street have a putting green. One is about a normal speed green and the other one is slow but he also lets me chip. So which green should I use and what can I do to become a better putter?

Get yourself a copy of Dave Pelz Putting Bible. It helped me a great deal. Learn how to square up your stance and shoulders, and get your eyes over the ball. Once you find out what that stance is, make sure your putter fits you, not that you’re making your stance fit your putter.
I would use the quicker green, because thats what most normal courses would probably be like. After you get your stance/posture correct, you need to practice a whole damn lot. If you want to be a really good putter I suggest hitting a few hundred putts at least a day. It also sounds like you read greens pretty well if you only hit it long and short. Good Luck.
People who tend to have poor distance control generally are using their wrists to much. Try flaring your elbows out which will lock your wrists causing a more pendulum stroke.
Another good drill is to practice putting with just your right hand
Once you develop a feel for right hand putting you will become a better putter as you learn to take a shorter backswing on your putts and accelerate through the ball keeping the blade of the putter more square throughout the stroke
